Help! What do I do? I see 2 swimmers on the LC pysch sheets that I am 99.9% sure are ineligible. Swimmer R from YMCA "C" has only swam this summer (90 day rule) and has not swam 3 closed Y meets. Swimmer J from YMCA "W" swam for YMCA "C" last season up thru YMCA STates in March 06 and has not swam 3 closed meets or a sanctioned meet, or 90 days with her new YMCA. Our YMCA preaches honesty and integrity!!! What do I do?? Who do I contact?? Their entries need very carefully checked.

You will need prove of this statement. Then contact the meet director Ed Strance @ 1-773-339-2206 and explain your position.

If you have proof that that there is a swimmer(s) that do not meet the
eligibility requirements of the meet, the proper procedure is to file a
written protest by the coach or director of your YMCA, signed, and
presented to the Meet Committee for consideration. All relevent
documentation should be attached to the formal protest letter. I
am available at all the registration sessions to make an initial review
of your documentation, and accept the formal protest.

Can a Y swimmer represent a club team in a CLOSED conference meet in mid-march...where swimmers can switch teams daily and USS rules DO NOT APPLY and still swim at Y-Nationals?

only if the team is a High School Team.
You can only repesent one team in closed competition in a current season.
Sept 1 through April 1st.
We would definetly need more information about your statement.

Do swimmers have to have certain number of hours of practices to participate in 1) Y closed meet 2) clusters meet 3) zone meet 4) nationals champs? Also, I want to also make sure I understood correctly that Y swim practices can only be held by Y certified coaches, even if they are USA certified. Is this correct?
Could you please tell me what resources I can reference?

Glenda Pae is really a better person to answer this one, but let me take a stab at it. Practice schedules and how many practices are required for participation in meets are at the discretion of the local YMCA team. There are no national requirements. The only national requirements are for participation in the YMCA national championship meets and for such participation, the swimmer must have swum in three YMCA closed competitions and one YMCA sanctioned championship meet (e.g., a state, cluster or regional meet). I don't understand your question about coaches. If you are asking whether a swimmer could practice with another team and have that practice qualify for the YMCA team's practice requirements, that is up to the local YMCA team. However, a swimmer may not represent two teams, so a swimmer couldn't swim for a YMCA team and a separate, different USA-S team at the same time. (Many YMCA teams are also USA-S teams, so that is not a problem for them; also high school swimming is not considered "dual representation" from a YMCA perspective.) For reference materials, you can go to the YMCA website (www.ymcaswimminganddiving.org) and read the Rules That Govern YMCA Competitive Sports, the YMCA Technical Assistance Paper and the YMCA Swimming Black Book. You can also read the Meet Handbook for one of the National Championship Meets, as they will answer a lot of questions that may come up in your mind. Ed Miller, National Officials' Committee Chair
