On our team, we have a parent who is both Y certified Level 2 and USA swimming Stroke and Turn certified and an additional parent who is USA Swimming certified as a referee. Can either act as a referee for any of our YMCA's meets??? A discussion with the local USA Swimming Head Official believes this to be the case, but it is not made clear by YMCA rulings.

The guidelines for YMCA "closed competitions" were modified when we adopted the USA-S Technical Rules in order to facilitate officials serving both groups. The old rules required that YMCA "qualifying closed competitions" be officiated solely by YMCA certified officials. We have now modified that position to allow USA-S officials to work at YMCA "closed competitions". However, the meet referee and one other official must be YMCA certified for the meet to be recognized as a "qualifying closed competition".
In your case, the first official can work all the meets as a referee and they will qualify. The second official can work the meets, but not as the meet referee.

Can they work the meet as a Deck Referee? In other words, a Level II is the official Meet Referee, but turns control of the Deck over to a non-Level II official while the Meet Referee attends to other issues.

As long as the Meet Referee is a YMCA certified referee, he/she can utilize USA-S certified referees in the role of the deck referee. But remember, in that situatiuon, the Meet Referee is ultimately responsible for all aspects of the conduct of the competition, not the deck referee. The meet referee has to be more than just a name on a piece of paper.
