What is the minimum number of officials required in a YMCA Dual Meet?
What happens if a Level 2 Official or higher is not present?
For example, let say only 4 Level 1 (stroke and turn) officials are present, what should happen?

USA-S Rule 102.12.4 sets the minimum number of officials at a dual meet at two, a referee and a starter, both of whom would then also serve as stroke & turn judges. In that circumstance, they should be on opposite sides of the pool.
In a YMCA dual meet situation, the local YMCA Swim League Constitution also comes into play. Most leagues require at least one Level II official to act as the referee, and ideally two, the other to act as the starter. If the host team only has one Level II official, and the visiting team also has a Level II official present, then those two individuals would be the referee and starter, respectively. If the host team has only Level I offficials and the visiting team has one or more Level II officials present, then those visiting team officials should fill the roles of the referee and starter. Where only Level I officials are present from both teams, the most experienced of them should act as the referee and starter, regardless of which team they represent.
